Do you mean, even when DCC is not used, that the rates that Chase uses are not competitive? You're not the first one to mention this; there are at least a few threads out there complaining of the same thing.
Just remember that the rate used is based on the day that the charge
posts to your account, not the day that the charge was authorized.
