The issue of "where do you actually live?" may affect if you can do it or not (haven't checked the rules to see if you can be a member while living outside the US), but you do not have to have the driver's license address match where you live. I joined when in the military and my driver's license address was two addresses ago relative to where I lived based on military transfers. CPB didn't seem to care about that at all. What they wanted was "where do you live/work now?" which makes sense since (if you accept that they are trying to have the info you would fill out on the customs declaration form) what they want is the current address info...

Clearly they do some sort of database cross-referencing to make sure all your information is correct, but I know a number of people who are nightmares as far as addresses and phone numbers (17 different homes in 21 years due to military service in my case) and yet were able to get accepted into Global Entry.
