10's of thousands of people a year have experience with it each year. I go through Japan several times a year and about half the time I wil have something on me that is restricted. It's not on the prohibited lists, but it is on the restricted: enough for personal usage and a prescription are all that's needed. Unlike the US, Japanese CBP follow the law & don't get creative. Stop worrying about it.
