Yes. Push the dispute. It is clearly a scam and clearly against MC/Visa terms to force you to pay in USD. Obviously complaints are rare because the banks don't know how to handle it. I have challenged this a couple times and the card issuers were confused but "made it right". Never dealt with Chase.
