Yes, you will be able to use the arrival lounge. Be warned however that the lounge closes at 12:30 and ICN-SFO flight is frequently late (at least IME - I take it about 3-4 times a year and have been on time only once in the last 3 years. ) so you might not make it before closing.

Sometimes the check-in staff at ICN give you an invite and sometimes they don't. If you don't get one, just show your ICN-SFO BP to the attendant and s/he should check you in with no problem.

To get to the lounge, exit left from the customs hall (the UA connections side), drop off your bag if connecting on UA and head toward the terminal. A short distance after bag drop-off, there will be an escalator up for the international gates to the left and a hallway with a moving sidewalk on the right which heads toward the domestic gates. Take the moving sidewalk to the end. At the end of the sidewalk go to the right and down the escalator as if you were going to bag reclaim and parking garages. At the bottom of the escalator, go to the left and around the corner you will see the arrival lounge doors. It sounds more complicated than it really is; the signs are there although they could be a lot better.

It's a very nice lounge and I have always found the staff to be very pleasant and quite helpful. I always wonder why they don't put these people to work in the Int'l F lounge.
