You cannot use BA miles to upgrade on Qantas, so is moot

If you have Qantas points, then you can book a premium economy seat and then request an upgrade; the upgrade request will either be granted sometime within the day before the flight or will not be granted at all

There are no confirmed at time of booking upgrades offered internationally on Qantas
