I've always assumed the answer was no for all banks/cards. But earlier this year, I applied for a VX Visa for myself and my wife and accidentally entered my elevate number on both apps. All points have posted to my account with no issue.

That said, I'd still assume the answer is no from Citi until I hear otherwise.
