You don't seem very familiar with airliner operating procedures, industry training/monitoring protocols at other airlines, or the view of the OZ (and KE) corporate culture from other operators - or you would understand the magnitude of that figure and, absent mechanical failure, its signature of complete culpability.
In some operators, sustained deviations exceeding Vref-3 on final are cause for failed checkrides - not only for PF but also for PNF. Shared responsibility for accurate monitoring and maintenance of airspeed in all flight phases is paramount for safety.
There are good reasons why aviation insiders don't fly these carriers, and they recommend their families don't fly on Korean, Indonesian and certain other airlines.
To alee's point: there are plenty of people who believed these things prior to the OZ crash and have avoided flying OZ - and other such airlines - for decades. This event is sad but not surprising. Unless there's a radical change in the flightdeck/training and operating environment, it won't be the last.
Why don't you back up your "opinion" with facts that would suppoprt your claims.
