SFO isn't even in San Francisco. It's in San Mateo county, and not technically part of any city (although the closest cities are Burlingame on the south, Millbrae on the southwest, San Bruno on the west, and South San Francisco (part of San Mateo county) on the north. Not sure how much control the SF government has over the airport.
Check the city website then get back to me. SF airport is under the control of SF city government, even though it is located in San Mateo county. Stupid, yes, but that's the way it is.
