Even in a plane crash, dispatchers don't dispatch every fire and medical apparatus in a two county area immediately. They dispatch an increasing number as the facts of the situation become apparent. Recall that they are also balancing the needs on scene at the crash site with the requirements of their respective cities, which are continuing to have fire and medical calls of their own.

With respect to fire units coming from outside the airport, it probably takes 3-5 minutes for a fire engine to travel from the gate where they can enter the airfield to the crash site, so 20 minutes from the receipt of a dispatch order to arrival on scene doesn't strike me as excessive.
