I think it's more geared to the ones that assume "well I always get a rental car for my yearly vacation to Disney so I must need one on any other vacation," when in actuality where they are planning is somewhere where a car would usually be prohibitive and expensive (like the example of visiting London for a day).
But I've also seen the opposite idea of "where I live it's easy to get around using public transportation so it MUST be that way everywhere so I won't need a rental car" when someone is, for example, planning on visiting southern California and wants to visit the beaches, go to Disney, go down to San Diego for the day, etc. I've actually seen more of this one
