I'm not sure what CDP you typically use, but consider using the USAA CDP (77694). Lets you rent as young as 18 (I'm 19, and haven't had any trouble with age,) and without any sort of underage fees. I'm not sure how this affects adding a second underage driver, but it's certainly worth looking into. Not to mention a modest rate discount, unlimited miles, and free Gold. Right now, there's an easy-to-find PC that can be thrown on top for a free double upgrade. It may not be the world's most amazing deal; however, it's pretty damn hard to beat until hitting the magic 25.
