IT is hit or miss. I was stuck in DTW 2 weeks ago for Wx. I went ahead and secured a room on my (company) nickel because there were hundreds if not a thousand people stranded. Hotels would go fast and waiting in the LONG line to get a voucher was not something I wanted to do at 1 AM only to find they were out and then to call any properties and find they were out too...
Had the same situation last night on another airline. It was midnight, I had to be back at the airport by six, looked at the line and thought I'd rather pay for the room than get even less sleep because I waited in line for an hour for a voucher.
