I think the fire originated in that even when boarding time was 35 minutes before departure flights often would not start boarding until 20 or even 15 minutes before scheduled departure. In these case, it would not matter how far in advance you make the boarding time the flight will still depart late.
If they have increased the boarding time and actually started boarding earlier, that would make a real difference as it apparently has.
