There are no public beaches in Bellagio, but there is a public beach in Varenna. For a hike, the most popular one is the hike to Castle Vezio. It's a pretty serious hike, but anyone in good health can do it. Once up there, if you are really hearty, you can continue the trail onto the next town, then the next, as long as you want, but I don't recommend that unless you are a serious runner, and don't mind spending a few tough hours up there, then descending and taking a bus back to where you started. But Varenna to Castle Vezio is a great scenic, non-technical, doable hike, and you'd get back with plenty of time to then swim at the beach.
