perhaps rules have changed then as I showed up last July w/o my DL, a quick call by the mgr to the state where I have my DL and I was off w/my car.

I can imagine your situation, not fun!
I'm guessing that other rental car companies wouldn't have allowed a rental w/o a driver's license either so you can't really blame National for not renting you a car. (And if there are other car rental companies that allow for a rental w/o a DL, did you try contacting other rental car companies?)
