Yes. Seats on the A320 in Row 11 recline, but seats in Row 10 do not.

There is an "armrest" built into the door in 11A and 11F. It serves also as the main handle by which to lift the exit door in case of emergency. It's about the width of an iPhone (I put my phone there during the flight).
