Do the armrests in the emergency row lift up?

Looking at seat in Row 11 for a red eye flight. As of now [3 days out] there is no one in the entire row. Wondering if I book seat F, if I will be able to lift the arms up and stretch out.

Also, from looking at seatguru, it looks like the seat is missing an armrest; I am guessing the one near the window. Wondering if this will be more or less comfortable if I can't stretch out. Also, it appears that these seats recline, which would be nice.

Any insights would be appreciated.
