That would be wishful thinking. I expect that the actual explanation is that WT+ yields are sufficiently good that BA would not want to turn down a booking in this cabin due to lack of space on a domestic shuttle. Booking WT+ pax in fare bucket J on the domestic is a sound solution to this issue.
