PMUA was in bankruptcy remembered ?
So at the time they couldn't buy anything not til the bankruptcy is over, and by then PMUA's strategy was to buy A350-900 to replace 747. Since A350 didn't even delivery yet, they have a huge backlog, so PMUA's A350-900 won't be delivered until at least 2019.
