Well, regarding "bang" and especially "bang for a buck" I would recommend extreme caution in Budapest (and Tallinn). Foreign drunken young males are prime targets for various scams involving women over there. Even if you are not planning to buy any services from prostitutes, following that nice good looking babe to the better club she suggests may end up very expensive. Partying is fun and cheap over there, but you need to be cautious. And never take any suggestions about bars and clubs from taxi drivers.

If the purpose is to sample products of European sex industry, Amsterdam is much safer option. The red light district is a tourist sight and quite safe area itself and if you want to do something more than just window shop, prostitution is legal and regulated in interest of everyone's safety.

And to make it clear, there are lots of genuinely nice and honest women in Budapest and Tallinn. And I know that not every 28yo male is looking to get laid or go to the strip joint even if the purpose of the trip is having fun.
