Regarding the specific medical conditions:
There's no requirement to disclose or even discuss the specific medical conditions that require any medical liquids. Furthermore, on a practical level it's a violation of privacy; on a legal level, I suppose since they're federal employees it could be construed as a violation of Title II of HIPAA for them to discuss it with the traveler.
The TSA is not a covered entity relative to HIPAA therefore HIPAA security and privacy regulations are not applicable here.
