I don't understand this line of thinking at all. Once the OP was told that the service was free, and the manager confirmed the OP was told that, that should have been the end of the issue. It seems that some people are going out of their way to blame the OP in some way.
OP, when I am informed that a service is included, I expect not to pay anything extra for it. Stick to your guns! Be polite, but firm. You shouldn't have to pay for the hotel's lack of training on this issue.
