Airlines use the "fuel surcharge" to be able to rapidly adjust the price of tickets without going through the hassle of officially filing fare change notices with various government agencies.
The all-in price is the price, unless you are one of those people who knows how to "dump" the fuel surcharge (I have never figured it out).
