One can not declare and get caught or declare and get sent to agriculture inspection.

I never had problems at agriculture, they check the label and waive me through.

I have Global Entry so I play the honest card. Many people do not and suffer the consequences of getting caught. Many do not declare and doesn't get caught.

You have the right to declare or not declare. YMMV
