You are confusing Avios (miles) and Tier Points. Avios are earnt per mile flown at a certain rate, these can be redeemed for award flights, upgrades, etc. These do not reset.
Tier Points are for status, you get a set amount based on distance flown. These reset every membership year.

No, the person flying earns the avios and tier points only. Avios will be lost if there is no activity for a set period of time.

Tier Points will always reset every year.
You do not earn Tier Points for award bookings made with avios.

There may be a discount upgrade offer online, if you take that you will earn 40 TPs each way.
Or ask for an airport upgrade to Club Europe, which will give you 40 Tier Points each way rather than 10 for discount economy.
