Dual voltage? I would say non-existent (I've never seen one), given rice cookers are high wattage devices.

A transformer is impractical and not particular safe, again due to the high wattage. A suitable transformer will weigh like 10 lbs.

A 1000W 220-110 transformer on Amazon = 60USD , unheard of brand name (they all are)

I would imagine Hong Kong would be the place to have the best selection and prices for 220V rice cookers.
