not a fan of helsinki. tallinn is great. the baltics are a big stag destination, but maybe vilnius and riga more than tallinn.

you can enjoy amsterdam without necessarily illegal drugs involved. i did it yesterday.

all 3 places are equally interesting imo. but just keep it simple and stick to amsterdam (they are overrun with tourists year round...)
