You are effectively describing an air courier service. I honestly don't know the state of that industry anymore. I remember being a college student and hearing people talk about it as sort of this mythical way to travel for nearly free. Basically you, the shipper, pay for most of my ticket in exchange for my baggage allowance. Usually with some sort of middleman/agent involved to handle paperwork.
I never knew anyone who actually traveled that way, but it definitely existed and maybe still does. I suspect that traditional shippers like DHL or Fedex have supplanted most of the business, as well as the airlines' direct cargo divisions themselves.
In any case, for ten pounds of candy, you're probably just looking at a costly airmail bill. I feel your pain...
