I read this as a freebie thing to mark the baggage so the CUSTOMER can find their bag quickly...like it is tough to pick out my bag as they bring them up one-by-one on the jet bridge
When I see an announcement from UA that these wraps will receive priority service, I may use it. Until then, seems like an ugly marker that may cause issues if you have to check the bag.

The only post up-thread I could find was the OP, which attributed the info to a GA in a remote station. There is also a later post that staff would not allow a bag to be checked that had the yellow marker as contrary to "security".
If this is a benefit for GS/1K staff, it should be officially announced. If not, UA is silly to raise expectations that they do not have a plan to meet.
