In the past (when BA Travel shops operated) I have certainly had a RTW ticket with shareholder discount applied to just the BA element (the other parts being CX and AA). A manual calculation had to be performed by a fares expert, but the discount did apply.
Of course, a lot has changed since and the discount is only available for online bookings. I've not tried a RTW for some time, so would be interested to know if the above did still apply.
