Is it easy to visit the city and return during the night?
It is about 25 min walking to old market / pub street and 5 min by Tuk-Tuk ($3-4 for both ways), so no big deal.

Yes, clearly. A regular taxi costs $7 (flat rate). OK, the car you'll get from the hotel will be much nicer but the taxis are perfectly OK. And the ride to/from the airport is quite short (REP airport is very close to temples and city center).
