Maybe, Firebug can explain why the passport card has this ridiculous artificial restriction? What is preventing the USA government from negotiating with Canadians to allow US and Canadian citizens to fly with passport cards/EDL? Then, such agreements can be extended to other countries (e.g., Bermudas and Caribbean islands) on a bilateral basis.

Precisley. Canada does not require Americans or Canadians arriving from the USA to have a passport. What is required is proof of citizenship and for adults, photographic identity issued by either government. Airlines and US government websites or people who say otherwise are lying.
