Long conversation with the duty manager didn't lead anywhere. Despite the quoting of Priority Club Terms and Conditions - "When club room is given, club lounge access must also be given", the manager insisted that Tokyo hotels are not following this and no club lounge access was granted.

The most frustrating and annoying is that the Yokohama IC duty manager said it was the decision of the former General Manager of Tokyo ICs (who is no longer in this position in this area). Actually, I have the email of this person (don't feel like using names here). So I'm thinking whether it's enough reason to bother him)))
Japan is a lost cause, but last I heard the Tokyo Bay was still giving club.
