They have to deliver on the same day. Turns out they can't, so tell her to ask UA to book her OAL or to be prepared to offer her IDB compensation.

I think we are missing WAY too much information to help. Are you sure the flight wasn't canceled? LOTS of cancelations along the eastern seaboard due to lots of bad weather. And if that is the case she needs to get rebooked but no compensation for weather related cancelations. Sorry. And if rebooking makes her to late to get to the wedding she can probably cancel and get a full refund for trip in vain.
I don't see any weather issues at DCA atm. If the flight has been cancelled due to no aircraft which was caused by WX, then it's , of course, a different story.
