Depends on who is reporting the charge-offs. If the owner of the debt is now a collection agency then I would ask the collection agency that in exchange for payment they should delete the the charge-off account from your credit reports. You should do this in writing. If the charge-off is still being reported by the bank then it may be a lot more difficult. Sometimes having a relationship with that bank helps, a mortgage, a car payment, deposit accounts with sizeable deposits. Do note that banks remember charge-offs even after they sell a debt. So if the two charge-off's are from Chase and a collection agency is now the owner of that debt, then getting another CC from Chase will be very difficult even if you manage to get the collection agency to delete the charge-off's.
