That is what I would suggest too.

US and foreign common carriers serving the US are regulated by the US Government on US-inbound/-outbound international flights in such a way that the carriers are to default to generally requiring a passport for all international flights from the US even if the destination country is -- as is Canada -- willing to grant admission without a passport to some visitors.
