That's funny. Maybe we should retaliate and have English tests for Japanese tourists.
Did they specifically say that they won't rent unless you speak Japanese? Or were they trying to prepare? I guess it could be an excuse to reduce foreign renters because they think that they are higher risk.
What if you speak some remedial Japanese like I do?
I went to Hokkaido in the summer and car rentals were awfully expensive.

Car broker, Japanese webpage only. Some of their locations (such as Honda) do not rent to non-Japanese speakers, while others (such as Orix) have excellent English correspondence. Once you made a reservation, they will let you know if they don't want to rent to you - they send you an email asking if you speak Japanese, based on your name I suppose.
I went through them with Orix and bought a Hokkaido Highway Pass. I do not speak Japanese.
tocoo does not offer instant confirmation and it can take them a while to reply.
