My guess is that the flights to RDM are probably not on that list. If they aren't, then they are not Star Alliance flights, so Star Alliance rules do not apply.
These issues are backend UA contract issues with its vendors (SkyWest in this case), so you may be able to get your benefits honored as a customer service gesture by contacting UA customer service.
