Well you are sticking to 2 countries, and one is a very small one next to the other.
We get plenty of threads in the Europe section from people wanting to do cities in 5-10 countries in 10 days, etc. Which would be impossible.
As for this, 25 days is certainly not too short to spend in Spain and Gibraltar, the question is just how you break it down. And if that gives you enough of what you want.
Have you factored in travelling time? How are you planning to travel? Hire car? Buses? Trains?
Then we're off to Gibraltar for a day where we are just planing on chilling and exploring.
Good. Make sure you go UP the rock, and INSIDE the rock (tunnel tour).
Sadly many day trip visitors stay at ground level on the main street, complete waste of their visit.
