They were having a controlled burn south of the Blue Mountains the day we were there so the smoke from the fire made everything hazy. Needless to say we cut our day shorter than we had intended.
The train from Central to Katoomba is about $11 for a day return, about $8 for one way. Trains are more or less one every hour, the trip to Katoomba takes two hours. Sit upstairs for a better view, though from the bottom of the Mountains to Katoomba you only really see highway and bush.
From Katoomba station you can walk to the Three Sisters (maybe 30 minutes), from there you can take the Giant Stairway (or Furber's Steps I think it's properly called) down and walk along to the bottom of Scenic World to catch the rail or cable up - be careful doing this if it's been raining, as the paths remain slippery for a couple of days. Alternatively there's a Skyway stop not too far from the Three Sisters.
Wear good shoes as however you do it there is a lot of walking involved.
