Irrelevant. They have no FFP. The core mission of this IBB is the discussion of miles and points. Regardless of how many passengers they carry or how much money they make, they have very little that bears discussion on this IBB. That's why any such discussion belongs in Budget Travel. There is no "brokenness", only perhaps a need for more attentive housekeeping.

Changing the title of Budget Travel to stress clearly in the title that this forum includes budget airlines and LCCs (ideally as a sub forum) would be better than nothing, but IMO the logical structure of how FT is organized demands that (any) budget and low cost airline be discussed somewhere within the airlines/FFPs main section of FT.
Again it's a matter of housekeeping. LCCs with little to no FFP or discussion do not merit a forum like Southwest or JetBlue - two "budget" airlines with lots of interest and actual viable FFPs.

I'd be fine with a subforum of Budget Travel for say Budget Airlines, and a couple more: Budget Hotels, Budget Cars (not to be confused with Budget, the car rental company), and if there are other viable subfora, so be it.
