It's entire undercover. After exiting the baggage claim area, walk directly across the street at the crosswalk to the Terminal B parking garage, straight through the garage and cross over to the USAirways side of Terminal B. Turn right, and at the end of the terminal building you can enter a glass vestibule with an escalator up to the skyway, which will bring you right to Terminal A without ever being exposed to the elements. It's a 10-minute walk at the most from the AA side of Terminal B to Terminal A.

(You can do the same thing from the departure level. No need to go down to baggage claim if you don't have checked bags.)
