Well they do in Italy and the UK for sure. And just because a car is rented doesn't mean the driver is foreign. In Italy you can get penalty points for a parking fine too.
So, how would you propose to penalize the actual operator when the ticketing authority has no way of tracking that further back than the holder of the plates?
