In most jurisdictions, violations issued as the result of cameras do not include penalties for individual drivers, but are simply assessed against the registered owner, hence the license plate tracking.

Conversely, when there is individual enforcement, e.g., an Officer stops and issues a violation to a driver, the penalties are against the driver and may nor may not include various additional considerations.

This simply reflects that the technology works very well for license plates only. The rental car is the ideal example. Authorities have no idea who is driving the car and only know that the registered owner is Avis. Thus, up to Avis to recover funds and the individual renter to recover from his mate, if possible.
