I would agree with you about the seat comfort, but I find the atmosphere oppressive, with tv screens screaming adverts at you during your trip.
I guess the relative speed depends where you are starting. If you live in SW London, or many parts of West London, the Piccadilly Line is almost certainly faster, particularly if you are getting onto the Tube network at a District or Piccadilly Line station. Paddington is a long way out of the way and is not well served unless you live on the Met Line or Bakerloo - the southern Circle remains sporadic to Paddington.
