If he gets multiple fines, then I think thats on him to pay -- it will be on your credit card so you'll have to lean on him to pay. Hopefully a reasonable person will accept responsibility. But its not up to Avis or to those traffic authorities.
This. I learned the hard way with a speed camera ticket too when I let a coworker borrow my rental (on some work projects we have to share rentals) and got the letter from Avis informing me for the fine + admin fee that was charged to my card a month later.
