How about I suggest this radical protocol......

It is agreed that if the Cap'n Benj / Sister encounter doesn't occur within 5-10 minutes of her entry into the arrivals area, she uses a fandangled new invention called a telephone to call him and find out where he is and/or alert him to the fact she has emerged.

She could even call him as she does the final walk airside towards the arrivals area....
