I have read the thread from start to finish, and am aware of the fact that you point out - that the pax will arrive before the meeter.
If the pax sits in the area outside domestic arrivals, they will be easily spotted. Sure, the pax can choose to wander off somewhere else, but equally they can choose to sit in domestic arrivals, from where a pick-up will be easy (just as easy as it would be anywhere else, as long as the pax communicates their location to their greeter).
