You need 2 award seats on the same flight in the same cabin.
Not sure what class you are looking for, but 2x business seats availability from PHX-LHR is:
10 departure dates, 6 return dates for November
19 departure dates, 11 return dates for December
17/17 for January
16/11 for February
18/17 for March
13/14 for April
So hardly 'no availability at all'. If you don't plan far ahead then you will need to be flexible in when you can go.

It sounds like u guys are saying voucher availability is same as point availability which REALLY makes it hard.
2 reward seats are required in the same class.
